What is the current behavior?

In the ionic theme, the backdrop color has its own 0.7 alpha, and alerts, action sheets and modals fade the backdrop to 0.7 again. The page behind them dims to #131518 at 0.49 instead of the design's black at 0.7.

What is the new behavior?

• The ionic IonBackdrop.background is black, the same as md and ios. The color has no alpha, so each overlay's opacity alone sets how much the page dims
• This PR doesn't change any overlay's opacity. Each overlay's own migration moves its opacity into tokens, and the alert, action sheet, modal and menu tickets now require the ionic theme to dim to black at 0.7
• Alerts, action sheets and modals dim the page to black at 0.7, matching the backdrop color in the ionic design kit (#000000b2)
• Loading and popover keep their current opacity (0.32 and 0.3), now in black, until their migrations set it. The kit has no design for them

Known gaps

• The side menu's backdrop opacity is fixed at 0.32 in its animation, so the ionic menu dims to black at 0.32 instead of the kit's 0.7. The menu migration (FW-6897) owns that value
