The 21-file release diff contains exactly 19 JSON version changes from 0.9.8 to 0.9.9 and the two changelog artifacts. Parsed JSON comparison finds no other manifest changes. The release notes and MDX entry agree on all 14 included commit/PR pairs from v0.9.8 through captured base fc006f713beb8caf46554da468fa578247b8db08, including #6842 and #7013. No lockfile, source, dependency or workflow changes are included.
Validation: a local verification script compared parsed base/head JSON and exact commit sets, then queried each referenced PR: 19 version-only files, 14 exact commit matches, 14 MERGED-to-main PRs — all pass. Current main was fc006f713 at verification, equal to the release parent (no base drift). Imported the repository's releaseAllowedPaths, missingChangelogArtifacts and unreviewedChangelogArtifacts helpers: the expected 21 paths match; missing/unreviewed lists are empty. Local node scripts/package-agent-plugin.mjs succeeds with version 0.9.9, this head SHA and all nine published skills. Exact-head check records show Release checks, Build, Lint and Codex plugin package succeeded; runtime/CLI/Windows suites are marked skipped, so those are not execution evidence. I did not run the mutating release:prepare command or create a tag.
Audited: all release-file deltas, JSON-only version parity, changelog/range and merged-PR identities. Trusting: implementation correctness of the 14 already-merged changes is outside this release assembly review; their individual review states were not re-audited. No npm publication or packaged-app execution is claimed.
Need: yes · Size: release-only 21 files · Reuse: existing release preparation and changelog helpers · Simpler: standard fixed-version release · Structure: fine
Risk: low — release assembly only; this does not rate the included runtime changes.
Verdict: APPROVE
Reasoning: The version set and notes consistently describe the captured release range, with no unrelated changes found.
